Dubai reinforces travel ban, prepares to deport more people
Dubai has taken a significant step towards enhancing the enforcement of deportation rulings and travel ban orders with the introduction of Resolution No. 1 of 2025. This new resolution replaces the outdated Resolution No. 7 of 2007 and aims to eliminate legal loopholes that individuals have exploited to evade deportation.
In recent years, some individuals facing deportation have fabricated financial obligations, often with assistance from others, to create false debts. This manipulation of the legal system has allowed them to impose travel bans and delay their deportation.
In response, Dubai has formed a dedicated Judicial Committee to manage such cases and maintain a robust legal framework.
Key Provisions of Resolution No. 1 of 2025
A critical aspect of the new resolution is Article 12, known as the “solution and cancellation clause,” which ensures that any conflicting regulations from previous laws are superseded, fostering a unified and transparent approach to deportation and travel bans.
The resolution establishes the structure and authority of the newly formed Judicial Committee, as outlined in Article 3, which tasks the committee with reviewing and enforcing deportation orders, especially in cases involving travel bans.
The committee will collaborate with relevant government authorities within Dubai to fulfill its responsibilities effectively.
Powers of the Judicial Committee
According to Article 4, the committee is endowed with specific powers, including the ability to:

Defer the execution of deportation orders when justified.

Overturn travel bans imposed by judicial authorities.

Grant temporary release to individuals facing deportation under appropriate safeguards.

Coordinate with other authorities to ensure compliance with judicial decisions.

Exercise additional powers granted by presidential decree.
When making decisions, the committee will consider various factors, including public safety risks linked to delaying deportations and the interests of creditors to ensure all financial obligations are legitimate.

Finality of Decisions
A notable provision of the resolution is Article 6, which asserts that the committee’s decisions are final and not subject to appeal. This encourages prompt action while balancing legal enforcement with individual rights.
The resolution clarifies that individuals facing conviction may also face a travel ban as part of the deportation process, preventing them from using deportation to evade financial or legal responsibilities, thereby protecting creditors and upholding the integrity of the legal system.
