Meanwhile, the Election Commission of Pakistan (ECP) has issued a code of conduct for the Pakistan Army and civil armed forces deployed for the upcoming by-elections in Punjab and Khyber Pakhtunkhwa.

According to the guidelines, police will act as the first responders, civil armed forces as second responders and the Pakistan Army as the third responder under the Quick Response Force (QRF) mechanism.

Army personnel will be stationed outside the most sensitive polling stations.

The code states that the Army and civil armed forces will provide security at the printing presses where ballot papers are being printed and during the transportation of ballot papers and other polling materials.

It adds that all officers will exercise only those powers delegated to them by the ECP and will fully facilitate district returning officers, returning officers and polling staff in the performance of their duties.

In case of any irregularity, personnel are required to inform the presiding officer and their chain of command.

They have been barred from interfering in the work of presiding officers or polling staff.

Security personnel will not take action on their own regarding irregularities occurring outside polling stations and will not prevent any eligible voter from entering.

However, they may stop voters carrying weapons or prohibited items from entering the premises.

Under the code, security personnel will restrain any voter involved in violence or disorder.

They are prohibited from assuming the responsibilities of polling staff under any circumstances.

Accredited observers will be allowed access to polling stations.
