Government working on a new subsidy for lifeline consumers
The government is finalizing plans for a targeted electricity subsidy program aimed at helping millions of low-income households across the country. This initiative, spearheaded by the Power Division in collaboration with the Benazir Income Support Program (BISP), aims to replace the current untargeted subsidy system with a more efficient and equitable approach.
The program will leverage the BISP’s existing database and infrastructure to identify eligible families for the subsidy. BISP, in consultation with the Power Division, will establish specific criteria for determining eligibility, focusing on households with electric connections and low socioeconomic status.
The Power Division will determine the total number of subsidies to be allocated, and BISP will screen its database to identify eligible families based on the established criteria. Families not currently registered with BISP will be encouraged to register through the program’s 647 Dynamic Registration Centers (DRCs) located across Pakistan.
Once eligible families are identified, the Power Division will send SMS notifications informing them about their inclusion in the subsidy program.

To access the subsidy, beneficiaries will visit designated financial institutions with their electricity bills. Biometric verification will be conducted to confirm their identity, and the subsidy amount will be deducted from their bill payment.
The Power Division, in collaboration with the State Bank of Pakistan (SBP), will oversee the implementation of the subsidy program, including coordination with financial institutions, banks, and other stakeholders involved in bill collection.
The program will also include robust risk assessment measures to ensure the effectiveness and integrity of the subsidy distribution process.
