Karachi development plan - PM Imran Khan outlines key areas of expenditure

Following a meeting at the Governors House, Karachi; Prime Minister Imran Khan announced an unprecedented PKR 1,100 bln plan for the transformation of Karachi. In his address to media he further shed light upon the details of how these funds will actually be spent.

Mr. Khan began his address to the media by praising the resilience of the Pakistani people in the face of multiple natural catastrophes this year. He attributed Pakistan’s success in battling Covid-19 largely to the coordinated efforts of his government. The Government of Pakistan had established a National Coordination Committee which enabled the country to have a coordinated response.

Pointing to the success of the Coordination Committee against the Corona virus, the PM reiterated that a similar committee will be established in Karachi. This committee will comprise of stake holders from federal, provincial and the armed forces.

Provincial Coordination and Implementation Committee (PCIC) will oversee the implementation of all areas of development outlined in the Karachi transformation plan. The PM reiterated that the implementation of projects is key as a lot of mega plans formulated by governments never see the light of day due to lack of implementation.

Water and Sewerage

Recent record rainfall in the city exacerbated the inadequacies in Karachi’s infrastructure and drainage facilities. The Prime Minister stated in his press conference that the NDMA along with relevant local bodies will work to clear up the cities drains on a priority basis. The 1,100 bln being allocated to Karachi will also be spent on an adequate sewerage system so that the people of Karachi will not have to face such hurdles in the future.

Solid Waste Management

The Prime Minister also categorically stated that a significant portion of the funds allocated will be spent on a proper solid waste management system for people of the metropolitan. Solid waste has been considered to be one of the main problems which causes blockages in drainage systems. An adequate system would allow drains to run unfettered hence allowing for fewer damage to economic activity from rain and other extreme weather.

Transport

Improvements to Karachi’s transport infrastructure will also be provided for from the newly allocated funds of PKR 1,100 bln. This will include expenditure on the Karachi circular railway track as well as improvements in road infrastructure. Bus Rapid Transit (BRT) lines will also be included in the new development package.

Appeal for coordination

Mr. Khan reiterated the importance of coordination of all stakeholders in order for the new development plan to be successful. The PM felt that the people of Karachi have faced undue hardships and the government will now do everything in its power to alleviate their suffering. He further stated the most important part of a development plan is its adequate implementation and the government aims to make sure that the PCIC has full authority to oversee implementation.
