Pakistan’s power regulator has removed the licensing requirement for small-scale solar consumers, in a move aimed at promoting renewable energy adoption.

According to the National Electric Power Regulatory Authority (Nepra), users with solar systems of 25 kilowatts (kW) or less will no longer need to obtain a licence. The decision follows a formal request from the Power Division.

A spokesperson for the Power Division said the move was made on the directive of Energy Minister Awais Leghari, who had asked the regulator to review its rules and ease requirements for small consumers.

Nepra subsequently issued a notification restoring the earlier framework under which systems up to 25kW were exempt from licensing and related fees.

Previously, new “prosumer regulations” had centralised approvals with Nepra and introduced application charges, raising concerns about slowing solar adoption.

Officials said the revised policy would simplify procedures, reduce costs for households, and support broader efforts to expand renewable energy use across the country.
