He was responding to points raised by the members of Senate after laying of an ordinance pertaining to Career Structure for Health Personnel which the members believed might be a transgression into provincial domain after the 18th Amendment.

He pointed out that it was for the first time in the history of country that a sitting president devolved his powers to the Parliament. The Prime Minister said the government was fully committed to implement the 18th Amendment. But we are passing through an evolutionary process where ambiguities continue to surface more often, he added.
