Palestinian group Hamas has announced that it is stepping down from administrative control of the Gaza Strip, instructing all government institutions to transfer authority to an independent Palestinian technocratic body.

The movement described the decision as clear, final, and part of a pre-planned strategy.

Hamas spokesperson Hazem Qassem said the decision to hand over governance followed a statement by US President Donald Trump regarding the establishment of a Gaza Peace Council.

“The decision to relinquish control of Gaza’s institutions is completely clear and final,” Qassem said.

According to Middle East Monitor, Hamas has directed all government agencies in the Gaza Strip to transfer full powers to an independent Palestinian technocratic authority.

The spokesperson emphasised that the move aims to allow the technocratic body to carry out its responsibilities effectively and without obstruction.

Qassem noted that the transfer of authority is part of the broader plan that facilitated a ceasefire in Gaza, formalised in agreements signed in Sharm El Sheikh.

He also reminded that Palestinian factions had previously agreed that Gaza’s administration would be temporarily managed by a committee composed of independent figures and local experts.

This consensus was reached during a meeting of Palestinian factions in Cairo on October 24.
