PTA set to impose fees for issuance of certificate of compliance
Pakistan Telecommunication Authority (PTA) is all set to launch application and processing administrative fee for issuance of Certificate of Compliance (CoC). It also aimed to review the existing approved fee structure for the regulatory of overheads.
There is no administrative or processing fees being charged by the PTA for the issuance of CoC.
The authority recognized the urgent need for a plan to regulate expenses associated with Human Resources, including paperwork, CoC dispatch, communication with various entities, GSMA TAC database fees, and operational costs of the DIRBS platform.
Mobile device Manufacturers (MDM) in Pakistan Mobile Phone Manufacturers Association PMPMA’s letter has requested PTA to convene a meeting for deliberation on the proposed administrative fee charges.
PTA held a consultation session with MDMs on May 14.
Following updates were made in section 3 of the consultation paper.
The major cases being processed by Type Approval Directorate for processing and issuance of COC are;

Commercial CoC i.e., CoC for already Type Approved SIM/ IMEI based devices imported in CBU form by commercial importers.

CoC for mobile phones in Semi Knocked Down SKD/ Completely Knocked Down CKD form imported by MDM Authorization holders for manufacturing in Pakistan.

CoC for finished mobile phones manufactured by Mobile Device Manufacturers. d. CoC for registration of mobile phones in individual category. e. CoC for the non-SIM-based terminal/telecom equipment.

The application processing administrative fee will be applicable for commercial Completely Built Units (CBUs), Non-SIM based Terminal/Telecom equipment and Commercial CoC for MDM SKD/CKD parts applications submitted to PTA.
The charges for commercial CBU fix fee would be Rs5, 000 and for commercial non-SIM Terminal/Telecom equipment Rs2, 500.
Charges for MDM (imported parts), every 1,000 devices , application fee will be charged at the rate of 70,000. If the number of device count exceeds 1,000 devices additional fees would be charges for each subsequent lot of 1,000 devices.
Fees for MDM is based on the 70,000 applications for 1,000 units. If per application units are increased from 1,000 to 2,000 then application fee will also be doubled.
Earlier, fix fee of Rs2,500 for MDM was proposed which has now been removed. Current processing fee is $100 which would be later revised to $200.
Type Approval certificate fee is currently $100 which would be revised and doubled to $200.
The processing fees for Short Range Devices (SRD) and Terrestrial Internet of Things (IoT) Services etcans Processing fee including Certificate Fee will be revised to $100.
