ISLAMABAD: Chief Justice Umar Ata Bandial said on Thursday that it was due to political interference that the first informatio report (FIR) of attack on Imran Khan was not being registered, adding that Supreme Court had to order the registration of the case as many days had passed.

“There is an impression that the police are used by governments as a political weapon,” CJ Bandial remarked.

A three-member bench of the apex court headed by CJ Bandial heard the case against the premature transfer of police officers.

During the hearing the court barred the governments of Punjab and Khyber Pakhtunkhwa (KP) from the premature transfer of police officers and ordered them to implement Police Order 2002.

The court also sought the list of police officers, transferred during the last 10 years, from the four provinces.

“No officer should be removed without consulting the senior police officer,” the court said.

The court questioned that wether the Punjab government would follow the law itself or the court should issue orders.

“People are affected due to crime and insecurity. Transfers of police officers should not be carried out at the behest of MPAs. According to the law, City Police Officer (CPO) or District Police Officer (DPO) cannot be removed before three years,” the court asserted, and added that the appointments of DPO and CPO should be made on the directives of the Inspector General of Police (IGP).

“There is no such thing as investigative skills in the police. Fraudulent evidence is produced to benefit the accused. If the police benefit the accused, where will the victim go,” Justice Bandial remarked. The court then adjourned further hearing till the second week of January.
