The Pakistan Tehreek-e-Insaf government which is the 15th National Assembly of the country has passed 100 bills during its three-year tenure, according to the Pakistan Institute of Legislative Development and Transparency (PILDAT).

The PILDAT on Monday issued an analysis report in which it reviewed three-year performance of the 15th NA and compared it with the performance of the 14th NA in the corresponding time period.

According to the report, the 15th National Assembly passed 10 bills in its first year, 30 in its second year, and 60 in its third year. The performance of the current NA in legislation is 45 per cent better than the previous one as the 14th National Assembly passed 69 bills during its first three years.

However, the current National Assembly performance “is not so good” in comparison with the previous one in passing ordinances. The 15th NA has passed 58 ordinances which are 100% higher than the 14th NA which passed 29 ordinances.

Breaking down the number of ordinances in three years, the report said: the current NA passed seven ordinances in its first year, 31 and 20 ordinances in second and third years respectively.

Comparing the attendance of prime ministers of country in the two legislative Assemblies, the report said, Prime Minister Imran Khan on average attended only 12% Assembly sittings in three years, while former prime minister Nawaz Sharif attended 16% sittings of the Assembly during the same period.

In the first year of the 15th National Assembly, Khan attended 19% sittings of the Assembly, while in the second and third years the attendance reduced to 9% each year.

The report further stated the current Leader of the Opposition PML-N Shehbaz Sharif attended 24% sittings of the Legislative Assembly during the period of three years, while Khursheed Shah, who was heading the opposition in the 14th NA, attended 75% sittings of the assembly during the same period.

Shehbaz attended 56% Assembly sittings in the first year, however, his attendance reduced to 4% and 13% respectively in the second and third years of the Assembly.

“This may, however, be added that Shehbaz had either been unwell or in the custody of the National Accountability Bureau for a considerable period leading to his extended absence from the Assembly. Shehbaz had resigned as Chairman, Public Accounts Committee on the same grounds,” read the report.

In its report, the PILDAT stated the average working days of the current Legislative Assembly in three years is 88 which shows a decline by 11 per cent in comparison with the previous NA — which worked for average 99 days during the first three years of its tenure.

The working days of the current NA in the first year was 96. It reduced to 89 and 79 in the second and third years respectively.

Comparing the working hours of the two Legislative Assemblies during the period of three years, the report said the average working hours per year have declined in the 15th National Assembly by 27 per cent in comparison with the previous National Assembly. The average working hours of the previous NA were 312.08 hours, while the current Legislative Assembly met for an average 284.47 hours.

In its first year, the 15th NA met for 297.18 hours, while it met for 340.44 and 217.10 in the second and third years respectively.
