NEPRA enforces new net metering rules, shifts consumers to net billing system

The National Electric Power Regulatory Authority (NEPRA) has enforced new regulations for solar net metering consumers, introducing a net billing system and revising power purchase rates.

Under the new Net Metering Regulations 2026, surplus electricity from consumers will now be purchased at the prevailing national average energy price, instead of the earlier fixed rate of Rs27 per unit.

According to the notification, consumers will be billed at the applicable current tariff, while exported electricity will be adjusted under the new net billing mechanism.

The regulations also apply to biogas-based power consumers.

Under the revised framework, billing will be issued at the end of each billing cycle. Payments for excess electricity supplied to the national grid will be made on a quarterly basis.

NEPRA has limited the duration of net metering agreements to five years, with an option for renewal for another five-year term upon expiry.

The authority said the new rules would replace the Net Metering Regulations 2015, which now stand suspended following the enforcement of the 2026 framework.
