Delaware attack suspect is Afghan national: Foreign Office

The Foreign Office on Thursday rejected US media reports that a man arrested in US state of Delaware for allegedly planning an attack on a police station was of Pakistani origin, clarifying that he is in fact an Afghan national.

The Foreign Office spokesperson said the suspect, arrested on charges of illegal weapons possession and planning an assault, does not hold Pakistani nationality.

US reports had earlier identified him as Pakistani, but authorities have since found his Afghan citizen card, which states he is from Herat province of Afghanistan and had been residing in Peshawar, Khyber Pakhtunkhwa.

According to the reports, 25-year-old Luqman Khan was taken into custody on the night of November 24 in the Canby Park West area after police stopped a suspicious truck.

Police said he refused repeated instructions to exit the vehicle and resisted arrest before being detained.

A search of the truck led to the recovery of a pistol, magazines and documents allegedly outlining an attack plan.

The notes reportedly contained repeated phrases such as “kill them all and embrace martyrdom”.

The documents also detailed methods for evading arrest after the attack and instructions on the use of other weapons — material police said indicated a premeditated assault plan and combat-style preparation.

The full motive behind the planned attack remains unclear. However, media reports suggest the suspect allegedly told police after his arrest that “embracing martyrdom is among the greatest acts”.

According to the reports, the recovered documents included a map of the University of Delaware Police Department, markings of entry and exit routes and even the name of a police officer.

Police immediately notified the Federal Bureau of Investigation (FBI) of the alleged plot.

Authorities said the following day, the FBI raided Luqman Khan’s residence, where more latest weapons were found.

The FBI has stated that Khan is a student at the University of Delaware and that the university’s police department appeared to be his intended target.

The suspect is scheduled to be presented in court on December 11 as police and the FBI continue their investigations.
