Development specialist Nazish Brohi went through a 100-page Provincial Disaster Management Authority flood plan to see how the government had prepared. What she found was that they were wholly ill-prepared for these floods.

“Their plan was based on Met Office predictions,” she told Aaj News during a special transmission Thursday night to raise funds. “Their prediction was that it would be more rain than the usual monsoon.”

Their entire planning was completely underestimated.
