For Curry: In a blender add coconut cream powder, water and gram flour, whisk them well until the gram flour has dissolved.
Now in a pan, add blended mixture and curry leaves, allow it to boil for a few minutes and turn off the flame.
Let it cool and then add salt.
For Noodles: Toast carom seeds and red chili flakes on a dry griddle.
Take a deep plate, place a single layer of mince, top generously with boiled noodles.
Then add roasted red chili flakes, roasted carom seeds, chopped onions, spring onions, green chilies, fresh coriander and lemon juice, one on top of the other as per preference.
Top it with a layer of karhi, fried samosa strips and chopped garlic.
