The Punjab government has established the Punjab Forest Offenses Rules 2024, significantly increasing penalties for illegal logging, arson, damage, and timber theft.

The fines will be quadrupled, with penalties set at four times the market value of the stolen timber, according to a statement. Additionally, any seized timber will be confiscated rather than returned to the accused after payment of the fine.

According to Special Secretary of the Punjab Forest Department Captain (retd) Tahir Zafar Abbasi, stated forest guards and staff who prevent illegal logging and timber theft will be rewarded based on the value of the seized timber.

Furthermore, if any officer fails to report instances of timber theft or illegal logging in their area, and the department learns of it through media or other sources, that officer may face fines, suspension, or even termination for more serious offences.

Moreover, the provincial government is set to establish a Forest Protection Force aimed at conserving forests in the region. This new force will be equipped with weapons and vehicles and will receive training from the Punjab Rangers and the Army. The Forest Protection Force will have the authority to file cases against timber thieves and individuals causing damage to forests, while District Forest Officers (DFOs) will be granted magistrate powers.

Abbasi added that if a suspect is caught for timber theft or forest damage, the police must be involved in taking action. “With the new force, the burden on the police will be reduced.”

A new post of director general has been created within the Punjab Forest Department. A Grade 20 officer would be appointed as the DG, and all chief conservators would be accountable for the position.
