Unemployed Samina Malik, from Southall in west London, is accused of possessing documents including "The Al-Qaeda Manual", "The Terrorist's Handbook" and "The Mujahideen Poisons Handbook."
She also faces charges of possessing a manual on sniper's rifles, a guide to firearms and rocket-launchers and a document entitled "How to Win Hand to Hand Fighting".
She is due to appear in court in central London on Friday.
