In a joint statement, the ministers said Israel’s positions amounted to a direct repudiation of the plan, endorsed by UN Security Council Resolution 2803, and threatened efforts to achieve a just and lasting peace.

They said Israel now bore responsibility for obstructing efforts to bring peace to Gaza and the wider occupied Palestinian territory.

The ministers said the roadmap, which has been accepted by Palestinian factions, was the result of extensive efforts by mediators including Egypt, Qatar, Turkiye and the United States, as well as the High Representative of Gaza and the Board of Peace.

They said the roadmap was intended to facilitate the decommissioning of weapons alongside the withdrawal of Israeli forces, deployment of an International Stabilisation Force, transfer of administrative authority to the National Committee for the Administration of Gaza and reconstruction of the territory.

“Rejecting the Road Map constitutes an explicit refusal to proceed with the implementation of the Comprehensive Plan,” the ministers said, adding that it threatened efforts by Trump to end the war and establish conditions for lasting peace.

The ministers called for sustained and active US engagement to ensure Israel complied fully with the commitments and arrangements under the plan and its roadmap, and to prevent further obstruction of their implementation.

They said Israel would bear direct responsibility for any consequences arising from continued rejection, obstruction, delay or non-compliance, including any deterioration in conditions on the ground and disruption of efforts to end the war in Gaza.

The ministers reaffirmed the need for full and immediate implementation of the plan to address the humanitarian situation in Gaza, ensure security and stability, facilitate reconstruction and recovery and advance a lasting peace based on Palestinian self-determination and statehood in accordance with international law.

They rejected any attempt to deny or foreclose Palestinian statehood through unilateral actions.

“A just, lasting and comprehensive peace only will be achieved by the implementation of a two-State solution,” they said, calling for an independent and sovereign Palestinian state based on the 1967 lines, with East Jerusalem as its capital, in accordance with international law and relevant UN resolutions.

The ministers said any attempt to deny Palestinian statehood would undermine prospects for peace, security and stability across the region.

They also underscored the continued role of the Board of Peace and called on all parties to support its efforts to implement the roadmap and advance the second phase of Trump’s plan.

The ministers called on the Board of Peace, with active US support and engagement, to take immediate and concrete measures within its mandate to uphold the integrity of the plan and prevent any party from obstructing its implementation.
