&lt;p&gt;The court directed investigators to clarify the role of the Sindh Building Control Authority (SBCA), district police and traffic police, and determine where negligence by each institution had occurred.&lt;/p&gt;
&lt;p&gt;It also questioned why fire brigade vehicles were not dispatched immediately if traffic routes had been clear.&lt;/p&gt;
&lt;p&gt;During the hearing, the public prosecutor said all relevant institutions had appeared before the commission investigating the incident, but its report had not been included in the challan.&lt;/p&gt;
&lt;p&gt;The prosecutor said the report had not been made public, although its contents had been widely reported in the media, and added that he was not satisfied with the challan submitted by police.&lt;/p&gt;
