      <description>&lt;p&gt;&lt;strong&gt;The Counter Terrorism Department (CTD) in Punjab has arrested 21 suspected terrorists during intelligence-based operations in several cities this week, sources said on Saturday.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;A CTD spokesperson said that among those detained in Lahore was a suspected militant identified as Pir Shams, linked to the proscribed group Fitna Al Khawarij.&lt;/p&gt;
&lt;p&gt;He was arrested with explosive material in his possession.&lt;/p&gt;
&lt;p&gt;In another operation in Toba Tek Singh, authorities detained Abdul Latif, said to be affiliated with the Balochistan Liberation Army (BLA), along with explosive devices.&lt;/p&gt;
&lt;p&gt;Officials said explosives, improvised explosive devices (IEDs), detonators and other material used in bomb-making were recovered from the suspects.&lt;/p&gt;
&lt;p&gt;The detainees were allegedly planning sabotage activities at many places.&lt;/p&gt;
&lt;p&gt;Other suspects arrested during the operation include Misbah, Samiullah, Gulab Khan Rehman, Tor Khan, Zarin Shah, Zia-ur-Rehman, Azimullah and Abdul Samad, among others.&lt;/p&gt;
&lt;p&gt;According to the CTD, coordinated intelligence-based operations were conducted in Lahore, Sheikhupura, Gujranwala, Khanewal and other cities.&lt;/p&gt;
&lt;p&gt;Officials said preliminary investigations suggest the suspects were planning attacks aimed at spreading fear and disrupting public order at various locations.&lt;/p&gt;
&lt;p&gt;The CTD added that further interrogation of all arrested individuals is underway to dismantle their networks and uncover any wider planning or links.&lt;/p&gt;
