&lt;p&gt;&lt;em&gt;Corriere della Sera&lt;/em&gt; said permission was withheld because the U.S. had not sought authorisation and Italy’s military leadership had not been consulted, as required under treaties governing the use of U.S. military installations in the country.&lt;/p&gt;
