The official, speaking exclusively, said Washington had pursued negotiations through regional intermediaries, but Tehran viewed the overture as “excessive” and disconnected from America’s failures on the battlefield.

“Iran will end the war when it decides to do so and when its own conditions are met,” the official said, adding that Iranian forces will continue defensive operations and inflict “heavy blows” until their demands are satisfied.

The official with knowledge of the details of the proposal said Iran will not allow US President Donald Trump to dictate the timing of the war’s end.

The official drew parallels with two previous rounds of negotiations held in the spring and winter of 2025, characterising them as deceptive.

In both instances, the official stressed, the United States had no genuine intention to engage in meaningful dialogue and subsequently carried out military aggression against Iran.

The official outlined five key conditions for a ceasefire:

1. A complete halt to aggression and targeted assassinations.
2. Concrete guarantees preventing future attacks on Iran.
3. Payment of reparations and war damages.
4. Conclusion of the conflict across all fronts and resistance groups in the region.
5. Recognition of Iran’s sovereignty over the Strait of Hormuz.

These demands supplement conditions presented during a previous round of Geneva negotiations in early 2025, days before the US and Israel launched fresh strikes on February 28.

“No negotiations will be held prior to the acceptance of these conditions,” the official said.

“The end of the war will occur when Iran decides it should end, not when [US President] Trump envisions its conclusion.”

The official also accused the US of using the proposal to escalate tensions and contrasted it with prior negotiations in 2025, which Tehran described as insincere.

Since the conflict began, Iranian forces have carried out nearly 80 retaliatory strikes against American and Israeli military targets, while the US has engaged regional partners to pressure Tehran into ceasing attacks and reopening the Strait of Hormuz.
