Chief Minister Syed Murad Ali Shah tabled the resolution, declaring Sindh not merely an administrative unit but one of the world’s oldest living civilisations, with roots tracing back to the Indus Valley Civilisation and Mohenjo-daro.

The resolution stated that Sindh’s identity, language and cultural continuity predate modern political boundaries.

It referenced Sindh’s separation from the Bombay Presidency in 1936, the Sindh Assembly’s passage of the Pakistan Resolution on March 3, 1943, and the province’s role in the creation of Pakistan.

Citing Article 239 of the Constitution, the resolution noted that any change in provincial boundaries requires a two-thirds majority.

It asserted that attempts to divide Sindh or declare Karachi a separate province would be contrary to history, the Constitution and democratic norms, and strongly condemned such moves.

Addressing the House, the chief minister said he opposed statements advocating the breakup of Sindh or the separation of Karachi.

He emphasised that Sindh played a foundational role in Pakistan’s creation and continues to contribute significantly to the federation’s strength.

He clarified that the resolution was not aimed at any individual or political party but intended to safeguard the province’s unity.

Lawmakers from various parties took part in the debate. Several members supported the resolution, stressing that Sindh’s unity must be preserved.

Others questioned the necessity of the resolution and urged the government to focus on urban governance and performance issues.

The resolution also declared Karachi an inseparable part of Sindh, describing it as the province’s economic lifeline and a symbol of unity.

The House resolved to defend Sindh’s unity, geographical integrity and constitutional status through democratic and constitutional means, and appealed to all political forces to refrain from divisive narratives.
