&lt;p&gt;Flows have ebbed since then, but the last year has seen a steep rise in migrant boats, mainly from Libya, heading for Crete, Gavdos and Chrysi - the three Aegean islands nearest to the African coast. Fatal accidents remain common.&lt;/p&gt;
