ECP rejects allegations of rigging in Haripur by-election

The Election Commission of Pakistan (ECP) has rejected allegations of irregularities in the NA-18 Haripur by-election, calling them baseless and an attempt to undermine the electoral process.

In a statement, the commission said certain elements were levelling unfounded accusations to cast doubt on the by-poll, including claims that the appointment of District Returning Officers (DROs) and Returning Officers (ROs) was part of a conspiracy — assertions the ECP said were “completely contrary to facts”.

An ECP spokesperson clarified that due to staff shortages during general elections, it is not always possible to appoint DROs and ROs from within the Election Commission.

However, in by-elections, such appointments are made based on requirements.

The officers posted for the NA-18 Haripur by-poll were appointed as DROs and ROs within the same area, the spokesperson added, noting that the Elections Act 2017 gives the commission full legal authority to make these postings.

The spokesperson said the ECP has always appointed DROs and ROs itself, and these appointments are made well before polling day.

No objections were raised before election day, the statement added, and the allegations were being made only after the electoral defeat.

The commission also reminded stakeholders that multiple forums are available to resolve disputes once the election process is complete.

KP orders inquiry into alleged irregularities

Meanwhile, the Khyber Pakhtunkhwa government has decided to launch an inquiry into alleged rigging in the Haripur by-election.

According to official sources, Chief Minister Sohail Afridi had ordered a full-scale probe.

They said the inquiry would cover all administrative tiers — from Class-IV staff to the district commissioner — and strict action would be taken against anyone found involved.

The sources added that while the provincial government was confident its officers were not implicated, the inquiry was being initiated to ensure transparency.

They said that CM Afridi’s conduct of the election was “unprecedented” in terms of fairness.

The sources further said the government was also sending a reference to the Election Commission regarding alleged irregularities in Haripur, and statements of presiding officers were being recorded along with sworn affidavits.
