      <description>&lt;p&gt;&lt;strong&gt;The Provincial Disaster Management Authority (PDMA) has said that the flow of water in Punjab’s major rivers is returning to normal, even as the province braces for the 11th spell of monsoon rains between September 16 and 19.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;According to PDMA updates, high flood levels persist at Panjnad, where water discharge has been recorded at 307,000 cusecs.&lt;/p&gt;
&lt;p&gt;At Ganda Singh Wala on River Sutlej, medium-level flooding has been reported with a flow of 108,000 cusecs, while Head Sulemanki is experiencing low flood levels at 89,000 cusecs.&lt;/p&gt;
&lt;p&gt;Meanwhile, the Chenab River at Marala, Khanki, Qadirabad, and Head Trimmu, as well as the Ravi River at Jassar, Shahdara, Sadhnai, and Balloki, are flowing at normal levels.&lt;/p&gt;
&lt;p&gt;Water flow in hill torrents of Rajanpur and Dera Ghazi Khan has also returned to normal.&lt;/p&gt;

&lt;p&gt;Authorities have warned of a potential rise in water levels in local streams and urban drains, raising the risk of flash flooding in major cities.&lt;/p&gt;
&lt;p&gt;PDMA said all departments are on high alert following instructions from the Punjab chief minister to ensure preparedness and rapid response.&lt;/p&gt;
