&lt;p&gt;According to the report, the building was originally constructed in 1986 as a ground-plus-five-storey structure divided into two sections.&lt;/p&gt;
&lt;p&gt;Both sections had been in a dangerously dilapidated state for years. Despite SBCA officials knowing since 2022 that the building was unsafe, no action was taken to secure or vacate it.&lt;/p&gt;
&lt;p&gt;Investigators said the gross negligence and carelessness of the SBCA officers led directly to the collapse of the section housing 20 flats.&lt;/p&gt;
&lt;p&gt;The disaster claimed the lives of 27 men, women, and children and left four others injured.&lt;/p&gt;
