Islamabad High Court orders dissolution of CDA

In a landmark decision, the Islamabad High Court (IHC) has ordered the dissolution of the Capital Development Authority (CDA) and directed the federal government to initiate the process immediately, transferring all of CDA’s powers and assets to the Metropolitan Corporation Islamabad (MCI).

The court ruled that the CDA Ordinance was originally enacted for the establishment of the federal government and to carry out initial developmental work in the capital.

However, the court observed that under modern laws and governance models, the ordinance has lost its functional relevance.

The judgment further stated that the original purpose of establishing the CDA has been fulfilled, so the government should dissolve it to facilitate the transfer of powers and improve the provision of civic amenities.
