NADRA revamps national identity card rules to enhance security and modernize system

The National Database and Registration Authority (NADRA) has implemented major amendments to the National Identity Card Rules 2002, focusing on modernizing the identification system, reducing fraud, and enhancing security.

Following directives from Interior Minister Mohsin Naqvi, NADRA has developed a comprehensive reform proposal that has received approval from the federal cabinet.

The authority has now entered the implementation phase of these reforms, which aim to prevent fake registrations and combat child trafficking effectively.

New regulations mandate that obtaining a birth registration is essential for acquiring a B-form from the Union Council. Children under the age of 3 will not need to provide biometric data or photographs. However, those aged 3 to 10 must submit a photograph and undergo an iris scan.

For children aged 10 to 18, a photograph, biometric data, and an iris scan will be required. Each child will receive a separate B-form indicating its validity period. While the existing B-form will remain valid, a new one will be necessary for passport applications.

Additionally, NADRA has granted legal status to the Family Registration Certificate (FRC).

Applicants must now submit a declaration confirming the accuracy of information provided in the FRC, which can only be obtained based on NADRA’s official records.

All families, including those previously unregistered, will be incorporated into the system.

Citizens can update or verify their family data through NADRA offices or a mobile application.

The new rules also state that details of all wives and children of a man with multiple marriages will be included in the FRC. Women will have the option to list their father’s or husband’s name on their identity cards.

Decisions regarding the cancellation, confiscation, or restoration of CNIC cards will now be made within 30 days.

NADRA has also integrated most smart card features into non-chip cards, which will be issued at a lower cost and in a shorter timeframe.

These new cards will provide details in both Urdu and English, along with a QR code, without any additional fee.
