&lt;p&gt;The notification empowers Sub-Divisional Officers (SDOs) to register complaints against those violating the ban and to take action under Section 144 of the Criminal Procedure Code (CrPC).&lt;/p&gt;
&lt;p&gt;Section 144 allows authorities to issue orders to prevent the commission of acts that may cause a breach of peace or endanger human life, health, or safety. The ban aims to address the growing environmental concerns and mitigate the risk of flooding caused by blocked drains.&lt;/p&gt;
