&lt;p&gt;Under the bill seeking amendments to the law, kite flying has been declared as a non-bailable offence. If the governor gives the nod, offenders would face a minimum prison sentence of three to seven years.&lt;/p&gt;
&lt;p&gt;Fines imposed for kite flying, as well as for the selling and transportation of kites, would range from Rs500,000 to Rs5 million.&lt;/p&gt;
&lt;p&gt;The bill also enforces a complete prohibition on the preparation of materials related to kite flying. Individuals caught flying kites might receive a prison sentence of three to five years or face a fine of Rs2 million, or both.&lt;/p&gt;
&lt;p&gt;Kite makers and transporters could be sentenced to five to seven years in prison, with fines reaching up to Rs5 million.&lt;/p&gt;
&lt;p&gt;Children found participating in kite flying would face a fine of Rs50,000 for their first offence and Rs100,000 for subsequent violations.&lt;/p&gt;
