Sindh govt ends deceased quota system

The Sindh provincial government, led by Chief Minister Murad Ali Shah, has eliminated the “deceased quota” system for government employment. This decision, made during a cabinet meeting, complies with a Supreme Court ruling. The deceased quota previously allowed for the replacement of deceased government employees with family members. Going forward, no new appointments will be made under this system.

In addition to this significant change, the Sindh cabinet approved several other key initiatives. These include the formation of a new company dedicated to providing clean water and sanitation services to rural communities across the Sindh province. The cabinet also approved the creation of the Sindh People’s Rural Civic Services.

Further changes were approved regarding the process for appointing vice-chancellors at universities within the province. New criteria for these appointments will be implemented. The cabinet also approved the installation of automated electronic vending machines in unspecified locations.

To address shortcomings in the province’s educational boards, a special committee has been established to investigate and propose solutions. Amendments to the rules governing the establishment of the Sindh IT Company were also approved. Finally, the cabinet extended a memorandum of understanding (MoU) with the Sukkur IBA for conducting general screening tests. This extension aims to ensure that future appointments are transparent and based on merit.

In July 2024, Punjab amended its Civil Servants Act, eliminating a rule that granted jobs to the family members of deceased government employees. This change, implemented via a notification from the secretary of regulation services and general administration, removed Rule 17-A from the Punjab Civil Servants (Appointment and Conditions of Service) Rules, 1974
