Operators in the UAE are required to obtain prior approval before receiving applications or requests for Hajj or Umrah pilgrimages, according to the General Authority of Islamic Affairs and Endowments. Failure to do so can result in hefty fines of up to 50,000 dirhams (around $13,600).

The move comes as the UAE seeks to ensure the proper and organised management of Hajj and Umrah services.

The new regulations also prohibit the collection or receipt of donations for pilgrimage purposes without a valid licence. Individuals, campaign organisers, and offices found to be in violation of such rules will be subject to the same level of fines.

The authority stated that such measures are aimed at better regulating the organisation of Islamic pilgrimages, including the licensing procedures and penalties for non-compliance.
