&lt;p&gt;Rising water submerged some vehicles following the release of water from a dam, the spokesperson added.&lt;/p&gt;
&lt;p&gt;Intermittent rain and thundershowers were hampering rescue operations in the area, an army official told Reuters, speaking on condition of anonymity.&lt;/p&gt;
