The program was launched by the premier under the PTI government's 'Ehsaas program' and on the International Day of Persons with Disabilities. The year's theme of the day is “Building Back Better: toward a disability-inclusive, accessible and sustainable post COVID-19 World.”

The prime minister took to Twitter to announce the launch. In his tweet, he said:

"Two million families will benefit under the new "Ehsaas Kafaalat Policy for Special Persons". They will be eligible for a monthly stipend of Rs. 2000. This is a step toward a disability-inclusive and sustainable post COVID-19 world."
